This initiative is part of Soludo’s broader strategy to restore peace and security to the state, which has seen a surge in criminal activities such as armed robbery, kidnapping, cultism, and illegal touting in recent years. The governor’s amnesty offer seeks to encourage criminals to renounce their violent ways and reintegrate into society, with promises of support to help them start life afresh.
“Operation Udo Ga Achi”: A Strategic Security Plan
In addition to the amnesty, Governor Soludo unveiled plans for a large-scale security operation codenamed “Operation Udo Ga Achi,” meaning “Let Peace Reign.” This operation will target the most persistent threats to security in Anambra, particularly the growing power of criminal syndicates that have wreaked havoc in various parts of the state.
The operation will be bolstered by the deployment of 168 patrol vehicles, which will be distributed across different security agencies, providing them with the necessary resources to effectively tackle criminal elements. Soludo also revealed that modern ICT tools will be integrated into the operation to enhance intelligence gathering and coordination between law enforcement agencies.
Soludo’s government has already made significant strides in combating insecurity in the state. He highlighted how his administration successfully liberated seven local government areas previously under the control of criminal groups. However, despite these efforts, remnants of these criminal syndicates have regrouped and are now causing renewed chaos, including incidents of kidnapping and car theft.
Addressing the Nnamdi Kanu Factor
Governor Soludo also addressed the ongoing issue of insecurity linked to separatist agitation and the detention of Mazi Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB). While many criminals have used Kanu’s detention as a shield to justify their actions, Soludo insisted that the insecurity in Anambra is not directly related to Kanu’s imprisonment.
Soludo, a vocal advocate for Kanu’s release, emphasized that Kanu and IPOB had publicly disassociated themselves from the criminal activities that have been taking place. “The truth is that these are organized criminal enterprises using Kanu’s name as a cover,” Soludo stated. “They have tasted blood, and the business of kidnapping has become highly lucrative for them. They will not stop just because Kanu asks them to.”
The governor argued that criminals involved in kidnapping operations are motivated by money and have no intention of ceasing their illegal activities, regardless of political or ideological calls for peace. “They make millions from ransoms. Do you think they will just walk away?” Soludo pointed out, explaining how some of these criminals have become financially dependent on their criminal activities.
Tougher Measures Against Communities Harboring Criminals
As part of his ongoing crackdown on insecurity, Governor Soludo announced that his administration would take severe action against any community found to be harboring criminals. Communities that provide shelter, food, or other support to criminals will face serious consequences, including land revocation and legal actions against individuals found complicit in aiding criminal enterprises.
“Any house found to have harbored kidnappers will henceforth become the property of the government,” Soludo declared, signaling a tough stance against local complicity in criminal activities. He further warned that members of communities who fund or provide material support to criminals will be treated as collaborators and punished accordingly.
A Long-Term Vision for Peace and Stability
Soludo’s strategy is aimed at tackling the root causes of insecurity in Anambra, which he believes stem from both economic hardship and the breakdown of law and order. By combining amnesty, military intervention, and community accountability, the governor hopes to restore peace in the state while also providing opportunities for criminals to reintegrate into society.
While many residents have welcomed the initiative, some remain skeptical about its long-term effectiveness, given the deeply ingrained nature of criminal activity in certain regions of Anambra. Nonetheless, Soludo’s decisive actions signal a commitment to tackling the state’s security challenges head-on.
As the February 2025 deadline for amnesty approaches, all eyes will be on Anambra to see whether these measures can bring about the much-needed peace and stability that residents have long desired.
