He stressed that these submissions do not represent the House’s official stance. During a plenary session, Deputy Speaker Benjamin Kalu, who leads the HCCR, explained the constitutional process for state creation.

He stated that any proposal must gain a two-thirds majority approval from representatives at federal, state, and local levels before moving forward.

For local government creation, the House stated that all proposals must follow constitutional guidelines, including a referendum.

The House assured the public that every submission would go through thorough scrutiny, public hearings, and stakeholder consultations before any constitutional changes.

The deadline for submitting complete memoranda to the committee’s secretariat is March 5, 2025.
