Witness C told the commission that R2 million in cash was dropped off at the Sandton residence of suspended Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya. The official is a serving member of the South African Police Service (SAPS).
The testimony revealed that businessman Vusimuzi “Cat” Matlala, who currently faces murder charges, claimed he gave Sibiya the substantial sum. Matlala allegedly stated the money was intended for the purchase of a bed and breakfast establishment in Midrand.
Retired judge Mbuyiseli Madlanga, who heads the commission, questioned whether any paper trail existed to verify these financial transactions. Witness C indicated that Matlala maintains several active bank accounts that could potentially provide such records.
Facilitation of Cash Transfers
Witness C’s testimony implicated another police official in the financial arrangements. The witness alleged that Sergeant FE Nkosi of the National Organised Crime Unit facilitated money transfers to General Shadrack Sibiya.
According to the testimony, Matlala claimed that Nkosi possessed his bank card. The witness stated that after police payments were made to Matlala, Nkosi would sometimes arrange physical cash deliveries to ensure the money reached Sibiya.
The commission heard that Matlala described additional financial favors. The businessman allegedly told witnesses he gave Sibiya R300,000 for his son’s wedding. Matlala reportedly commented that “Sibiya loves money a lot,” according to the testimony.
Earlier in the proceedings, Witness C described intimidation attempts by Matlala. The businessman allegedly tried to intimidate officers by sharing contact details of senior SAPS generals. A recorded conversation exists but could not be played at the commission.
Ongoing Legal Troubles for Key Figure
This testimony emerges as Vusimuzi Matlala faces separate serious legal challenges. The Johannesburg High Court recently denied him bail in an attempted murder case involving his ex-girlfriend, actress Tebogo Thobejane.
Matlala appeared before the High Court to appeal his bail denial after being refused release last month. He faces charges of attempted murder following a shooting incident on the N1 highway near Sandton in 2023.
