The Western Cape Government has taken a major step toward inclusivity by introducing a new Computerised Learner’s Licence Testing (CLLT) system designed to support Deaf and hearing-impaired residents. The system was successfully demonstrated on Tuesday, 14 October 2025, at the Breede Valley Traffic Department in Worcester.
Improving Access and Independence
The province’s Department of Mobility, in partnership with the Breede Valley Municipality and the National Institute for the Deaf, showcased how the CLLT system enables applicants to take the learner’s licence test independently — without needing an interpreter. This innovation ensures dignity, fairness, and equal access for all candidates.
According to the Western Cape Government, the CLLT system replaces the outdated manual testing process, offering real-time results, improved accuracy, and greater accessibility. Plans are underway to expand the system to all driving licence testing centres across the province.
Promoting Equality and Trust
Provincial Minister of Mobility Isaac Sileku praised the new system for enhancing fairness, transparency, and efficiency in the licensing process.
“This system restores dignity to every applicant while eliminating opportunities for fraud and corruption,” said Sileku. “True mobility means giving everyone, regardless of ability or circumstance, the chance to move forward safely and confidently.”
Empowering the Deaf Community
Jabaar Mohammed, Deaf Provincial Director of Deaf SA Western Cape, commended the initiative, saying it would open doors to employment for Deaf individuals who were previously disadvantaged.
“In the past, Deaf people struggled to find jobs that required a driver’s licence,” Mohammed said. “This partnership marks a vital step in creating equal opportunities and reducing barriers for the Deaf community.”
