This is as the oil marketer secured an agreement with Dangote Petroleum Refinery to lift products directly.

According to the association, it will ensure the availability of petroleum to Nigerians at a cheaper rate.

IPMAN’s National President, Abubakar Garima, announced this at a press briefing on Monday in Abuja, following a meeting of the National Working Committee of the association.

He explained that the Dangote refinery had obliged IPMAN to lift PMS, AGO and DPK directly for onward supply to IPMAN depots and retail outlets.
This new arrangement with the Dangote refinery, he said, would ensure a steady and ceaseless supply of PMS products all over Nigeria at an affordable rate.

He said, “Following our recent meeting with Alhaji Aliko Dangote and members of his top management staff in Lagos, we are happy to state the following; Dangote Refinery has obliged IPMAN to lift PMS, AGO and DPK directly for onward supply to IPMAN depots and retail outlets.

“That this new arrangement with the Dangote refinery will ensure a steady and ceaseless supply of PMS products all over Nigeria, at an affordable rate for Nigerians also.”

On October 29, the founder of Dangote Industries Limited, Aliko Dangote, said the refinery held over 500 million litres of petrol, but added that oil marketers were not buying his product.

In a counter-response, IPMAN said its members had been unable to load petrol from the Dangote refinery for days.

Mr. Garima said the association paid N40bn to the Nigerian National Petroleum Company Limited, NNPCL, but still cannot source the product – but the refinery said it has not received any payment from IPMAN for refined petroleum products.

Speaking further at the briefing, Mr. Garima urged IPMAN members to support Dangote Refinery, citing backward integration benefits and positive impacts on Nigeria’s Foreign Exchange market.

Regarding pricing, Mr. Garima expressed confidence that negotiations with Dangote would yield lower rates.

“All IPMAN members should fully support the Dangote refinery, as it’s the ideal thing to do considering the monumental benefits of backward integration and the medium to long-term impact it will have on the Foreign Exchange markets in Nigeria.

“IPMAN members nationwide should rely on the Dangote refinery and Nigerian refineries for their white products, as this will translate into ensuring more job opportunities in Nigeria, as well as signify total support for President Bola Tinubu’s Renewed Hope Agenda,” he added.

Commenting, an Energy expert Kelvin Emmanuel, said the new agreement would eliminate financing and margin costs incurred by the NNPCL.
He said, “What is cheery about this news is that NNPC’s letter of credit as financing cost ($28 per metric tonne) that is passed to IPMAN — controlling 30,000 retail stations and their margin ($26.48 per metric tonne) will be removed.”

The IPMAN president also stated that the association is preparing for a smooth transition to nationwide CNG refill stations, as it is currently in negotiations with the presidential CNG initiative.

“On CNG, I would also like to call on all our members at IPMAN to begin to put all types of machinery in place for a successful transition of the Federal Government’s plans to initiate CNG refill stations in all our outlets.

“Truly there is no doubt that CNG has the potential to rejuvenate our economy for a better life for Nigerians, and IPMAN is ready to give her all to support the CNG initiative.

“IPMAN is also calling for a partnership with the Federal Government of Nigeria to hasten the quick success of the CNG initiative for Nigeria.
“We believe that for the CNG initiative to succeed there must be a credible partnership between IPMAN and the PCNGI, without which Nigerians would not have ready and near access to CNG outlets.”

This partnership between Dangote and IPMAN is expected to increase efficiency, affordability, and economic growth for Nigeria’s petroleum industry. This move is expected to eliminate middlemen, reduce costs, and ensure steady supply.

Early this year, the Dangote Refinery said it would supply fuel to about 150,000 retail outlets operated by oil marketers.

In his remarks, the chairman, Board of Trustees of the association, Aminu Abdukadir, said that IPMAN must remain committed to providing the retail stations and funds to ensure that products are delivered to consumers.

“The business of making money without doing anything is over with the deregulation of the sector. For IPMAN to survive, it must provide the filling stations, the money, the trucks, to provide this commodity to motorists,” he said.

Meanwhile, the Executive Secretary of the Major Energy Marketers Association of Nigeria, Clement Isong, has explained that the final landing price is determined by several key factors, including the exchange rate, logistics efficiency and cost negotiating power based on volume bought.

The ES in an interview on Monday, said this in response to the expectation of a reduction in petrol prices following a 20.34 per cent decrease in landing costs to N971.57 per litre.

He noted that oil marketers peg their price by the average cost of petrol import within 30 days and not on the daily spot price.
Isong said, “If you read our bulletin, there is not one landing price for the whole country. What we are saying is to give an idea of the landing pricIf if you land 38,000 metric tonnes into ASBM in Apapa, this is the landing price.

“That’s what we are saying. If you land 100,000 MT, or 80,000 MT into Pinnacle, the landing price will be lower. But there are only two places where the landing price will be lower due to economies of scale.

“If you land in the majority of the country, the depots and facilities take less. So, if you land it into another place in Lagos, the landing price will be higher. It won’t be N971 per litre. It can be as close to N1,000.

“So, the landing price is in function of how much you got your exchange rate, logistics and your negotiating power based on what volume bought. Some marketers are landing below N917. But the vast majority of people who don’t enjoy the benefits of economies of scale will land at significantly above that.

“What this teaches is that it is a free and open market. It’s how you buy that you sell. There is no one price. It is a function of the draft of the vessels that you land the product. It’s a function of how much product was bought. It’s a function of what rate of exchange was used to buy products.

“The exchange rate that we have used is the central bank rate. So, if you have the central bank rate, then you will not land at that price but if you to the black market, the price will be higher.

“The law says that we can only keep 30 days of stock in our depots. So, the fact that the spot market has gone up means nothing, because you are selling based on the price of the average cost in your tank.

“The fact that the price has gone down to N971, it doesn’t matter, because we are selling based on the average cost in your tank. How much did you buy and the average cost of everything in the tank? It’s a market price. And the market price is a range.

“It moves, depending on how efficient you are. And I think for us, the most important thing is the exchange rate.”

In other news, recent fuel price hike that was effected in October and floods that ravaged some parts of northern Nigeria are projected to increase inflation for the month of October to 33.4 per cent from the present 32.7 per cent for September.

A report by Lukman Otunuga, Senior Market Analyst at the Forextime (FXTM), on Monday, said that the two issues affected production in the month of October and impeded negatively on the nation’s economy.

The Federal Government had last month for the third time in two months hiked the prices of petroleum across the country.

In Lagos, the product moved from N998 to N1,025 per litre and in Abuja from N1,030 to N1,050 per litre.

Earlier, devastating floods in northeastern Nigeria had submerged entire residential areas, displaced tens of thousands of people, and forced zoo animals to escape into the streets.

At least, 50 people died in the floods, while several agricultural products were destroyed.

Mr. Otunuga also said that the Central Bank of Nigeria (CBN) had been on a mission to support the naira and attract investments, using aggressive monetary policy.

This CBN mission, Mr. Otunuga said, led to the raise of interest rates by 50 basis points to 27.25 percent in September, marking its fifth consecutive hike in 2024.

A Nigerian man, Olalekan Abimbola Olawusi, 48, has been added to the U.S. Marshals Service’s 15 Most Wanted list after fleeing the United States. Officials have announced a $25,000 reward for information leading to his capture.

Incident Overview

The charges against Olawusi arise from a tragic incident on April 3, 2017, in Providence, Rhode Island. Emergency responders found his 3-month-old son in critical condition, suffering from severe bleeding from the mouth and nose.

The infant, showing no signs of life, was rushed to the hospital in cardiac arrest and required resuscitation to regain a pulse. Medical examinations revealed extensive injuries, including:

  • A skull fracture
  • Subdural hematoma
  • Severe brain trauma
  • Multiple fractures in the ribs, clavicle, legs, and arms

Doctors determined that these injuries were in various stages of healing, indicating prolonged, repeated abuse.

Charges and Escape

Olawusi was initially arrested on April 20, 2017, and charged with first-degree child abuse. He was released the same day. After the infant’s death on October 31, 2017, the charges were upgraded to first-degree murder.

In November 2017, the Providence Police Department, with the support of the Rhode Island Attorney General’s Office, enlisted the U.S. Marshals Service (USMS) to help locate Olawusi. Investigations revealed that he had fled the U.S. on June 20, 2017, through John F. Kennedy International Airport using his Nigerian passport. Authorities suspect he may have returned to Nigeria and could be receiving help from family members.

Official Appeals

Don Freeman, Supervisory Deputy U.S. Marshal, has urged the public to share any information regarding Olawusi’s whereabouts. USMS Director Ronald L. Davis underscored the seriousness of the case, stating, “Mr. Olawusi is wanted for the abuse and murder of an innocent child. He fled the country to avoid facing justice, and we are fully committed to using all available resources to bring him to justice.”

All four were convicted of conspiring to commit money laundering in connection with a scheme that tricked victims into sending money to fraudulent agents and shell corporations using fake identities on dating sites and email accounts.

Between 2017 and November 2021, the defendants used false profiles on dating websites, social media, gaming apps, and other online platforms to deceive individuals into forming friendships or romantic relationships. They then exploited these relationships, convincing victims to send them money through wire transfers, checks, U.S. mail, and package delivery services.

The court documents revealed that Edah, Egbowawa, Mac-Okor, and Ozegbe acted as “money mules,” helping to hide the origins of the illicit funds by moving the proceeds through multiple bank accounts and shell corporations, making it harder to trace.

Egbowawa was sentenced to 60 months in federal prison on April 17, 2024, while Ozegbe received a 36-month sentence on September 23, 2024. On October 30, 2024, Edah and Mac-Okor were sentenced to 30 months and 50 months in federal prison, respectively.

KWASU, in a statement signed by the acting Director, University Relations, Dr Saeedat Aliyu, on Tuesday said that Sulaiman was no longer its student as of the time of the incident.

Saedat said, “The management of Kwara State University is compelled to address statements in the media that claimed that the victim of a killing in the Tanke area, Ilorin, is a student of the institution.

“Records in the university show that Aiyeyemi Sulaimon Olayinka had voluntarily withdrawn from the Department of Statistics of the institution since the 2018/2019 session when he was in the 200 level.

“The management of Kwara State University strongly sympathises with the family of the deceased and prays that God gives the family the fortitude to bear the loss.”

Recall that the Kwara State Police command confirmed the alleged killing of a 27-year-old student saying that the police were already aware and had taken action on it.

A statement signed by the spokesperson for the command, DSP Ejire-Adeyemi Toun, confirmed the killing of the student.

“The Kwara State Police Command is aware of this unfortunate incident which led to the sudden death of Suleiman Olayinka (M) 27yrs.

“A complaint of cheating and criminal breach of trust was reported against the deceased. Police detectives were immediately detailed to investigate the case.

Ejire-Adeyemi said that some Policemen had been arrested and detained for the alleged killing and had been put on orderly room trial at the Police Headquarters.

Sowore, who was only 21 at the time, recalled how, as the leader of the University of Lagos Student Union, he led a delegation to meet Abiola shortly after General Ibrahim Babangida annulled the election.

Sowore shared this story during his appearance on the Honest Bunch podcast, released by Glitch Africa Studios to YouTube on Monday evening.

In what was both their first and only meeting, Abiola offered Sowore N800,000, a gift that Sowore claimed to have declined.

This memorable encounter left a lasting impact, as it would be the only time Sowore would meet the man many believed to be Nigeria’s rightful president.

“We started protesting immediately, but while the protest was going on, we were concerned about whether Abiola was strong enough to fight the battle we were ready for—the battle of our lives.

“This was the year I was supposed to graduate from university,” Sowore explained.

“So one day, we drove directly to his house in the Student Union bus and walked into his parlour. We asked to see him, breaking all the protocols.

“When we arrived, he asked, ‘Who are these people?’ and I stepped forward. He recognised me and said, ‘Ah, student union leader, I know you. Good job!” he said.

Sowore continued, recalling how the first thing he said to Abiola was whether he was prepared for the upcoming battle. He also mentioned how, upon their arrival, there were politicians present—some of whom Sowore claims were only interested in Abiola’s money.

He stated that he immediately told Abiola that these politicians did not believe in his mandate and would eventually abandon him.

“I said to him, ‘Are you ready for this battle? Are you ready to die for Nigerians?’ and he said yes. Then, as we walked into the room, we saw politicians clinging to their bags because they were there to collect money. Abiola had a large duffel bag of cash beside him. I told him that these people didn’t believe in his mandate and would betray him.”

Sowore continued, “Abiola then reached for his duffel bag and started counting N800,000. He placed it on our side and said, ‘Student union leaders — this is for your transportation.’”

However, Sowore rejected the money, explaining that he couldn’t have come from UNILAG to Abiola’s house for N800,000 in 1993.

“I told him, ‘Chief, forget the transportation; how can N800,000 cover transport from UNILAG to here?’ We did not take the money, but he insisted. He had never given money to anyone before, but we rejected it.”

Sowore went on to say that the tension in the room was palpable, especially as some politicians were unhappy with his stance. “I was wearing slippers and my only Ankara outfit. When they saw my firm stance, Chief Anthony Enahoro, who was also there, supported me.”

He described how, in an attempt to resolve the tension, Abiola escorted them out. Outside, John Momoh, now the owner of Channels Television, and his cameraman were waiting to interview Abiola. “That’s when the famous photo was taken,” Sowore said.

Two others were injured in the rampage on Saturday morning on the Santo Espiritu del Monte monastery in the hills above Gilet, a village 30 kilometres (19 miles) north of Valencia.

The middle-aged man broke into the cloister while the brothers were having their breakfast and attacked three of them with a blunt object, the Franciscan order to which the monastery belongs said in a press release.

He was driven away by Brother Angel Ramon, who immediately alerted the authorities, the statement added.

One of the wounded was admitted to hospital “in a critical condition” and succumbed to his injuries on Monday afternoon, a religious official told AFP, expressing deep “sadness”.

Brother Ramon told the daily El Pais newspaper that the attacker appeared to have gone mad at the time of the assault.

“He cried out ‘I’m going to kill the brothers, I am Jesus Christ’,” the monk said.

The assailant then seized several objects including sticks and a bottle to beat the brothers, Ramon added.

In a statement, the Gilet town hall said that the assailant had been arrested after initially fleeing into the mountains surrounding the monastery.

According to Spanish media, the attacker was a 46-year-old Spaniard with psychiatric problems and a drug addiction. He is due to be brought before an examining magistrate on Tuesday.

The Nigeria Correctional Service, NCS, has said that 278 convicts are still unaccounted for after the Borno jailbreak which occurred on September 10.

DAILY POST recalls that some convicts held at the NCS facility in Maiduguri were said to have escaped following a flood incident in the city

The NCS had then reported that 281 inmates fled for their safety after the walls of the facility were brought down by the flood.

After the jailbreak, the state police command confirmed the arrest of three escapees – Auwalu Aminu, Abubakar Mohammed and Kyari Kur.

Subsequently, the police also recaptured seven inmates that had escaped.

However, speaking on the re-arresting escapees, the Borno State Police spokesperson Nahum Daso said an intensive search operation was ongoing for the escapees.

“Efforts are still ongoing to arrest the other fleeing suspects, and we will ensure that we will keep on highlighting to the public our breakthroughs and achievements.

“Not less than four suspects have been re-arrested so far and handed over to the correctional service,” he confirmed.

The former governor of Anambra State and the presidential candidate of the Labour Party in the 2023 election, Mr. Peter Obi, has extended his generous donations to educational institutions across the country, with a donation of N60 million to Peter University and School of Nursing in Anambra State.

While N50 million is for Peter University, N10 million is for the School of Nursing, Adazi-Nnukwu. Obi said the gesture underscores his ongoing commitment to strengthening educational institutions in society.

Speaking during the presentation of the cheques, Obi acknowledged the transformative power of quality education as a pillar of national development.

He urged students to pursue academic excellence, emphasizing that an investment in education is an investment in the future.

According to him, education is the “most impactful tool for societal progress,” and encouraged the students to see themselves as future leaders capable of driving positive change.

At the College of Nursing Sciences, Adazi-Nnukwu, Obi reiterated his dedication to supporting institutions that nurture skill, professionalism, and character.

Addressing the trend of skilled nurses emigrating for better opportunities, he advised those who choose to do so to return once the country is reformed, adding that he and like-minded individuals are committed to achieving this vision, as they would ultimately use their talents to contribute to Nigeria’s progress.

Also speaking, the Catholic Bishop of Awka Diocese, Most Reverend Paulinus Ezeokafor, expressed heartfelt gratitude to Obi for his steadfast commitment to education.
